The Federal Republic of Mstislav is applying the law to allow construction of nuclear warheads by state-owned industry, applied to use by Mstislavian government.
REASONING is to further nuclear research and deter any wars with the Mstislavian Federal Republic. Warheads will only be launched during an event of a impending nuclear launch torwards the homeland. It will also be tested on frozen climate.
TESTING SITES will include the frozen Inituia Island of the Tripartite Islands in the Mstislavian territories, multiple miles away from the Makarov Military Base. Missle silo locations will not be disclosed for security reasoning.
These nuclear missles will be carrying a 1-15+ megaton nuclear yield.
This bill is being passed by Mstislavian legislature.
