Section 1- When a official authority (excluding the justices and the parliament members except the speaker) stays inactive for a week or announces inactivity,a Temporary replacement called the deputy can take his roll Section 2- If the official authority stays inactive for thirty days without an announcement,the deputy can take his roll permanently Section 3- The deputy will be Appointed by his superior authority For example the Deputy Chancellor is elected by the Chancellor Section 4- Using vice,deputy or any other synonyms is correct but the official term will be deputy Section 5- The deputy can have responsibility appointed by his superior Section 6- A authorities deputy can't be himself

With a larger Congress we wouldn't have to worry about these things and the people could always be represented by the nations that they themselves voted into office.

Yes to all the sections except the second one. I think the deputy should only serve in position of his superior as long as the next election is conducted. And the election should be held as soon as possible since the deputy is not an elected official.
