Ocaeania brought to my attention that one of the main complaints about the current plan for reform, is the fact that all nations within parties/subregions have to be WA members. Of course, allowing anyone to run for high government positions or even to represent their subregion in the Senate, is dangerous. People can artificially enlarge their parties/subregions in order to gain more Senate seats, or people can hold multiple government/senate positions with their puppets. Therefore, with Ocaeania's permission, I propose this revision to his current plan.
Instead of requiring all nations within all parties/subregions to be WA members, any nation, regardless of WA membership, is allowed to be a member of their subregion, and to take part in any elections/activities within their subregion. However, no non-WA member is allowed to hold any seats in the regional Senate. Additionally, non-WA nations will not be counted in the official population for the subregion, due to the 10% policy stated in the current draft of the Reform plan regarding assembly of the Senate, in order to prevent artificially enlarged subregions to gain additional senate seats.
