The Imperial Minister of Defence, Robert te Bok eyed the people in the room. Seated around an arched table were the Imperial Ministers and the Rijkskanselier, the Imperial Chancellor. The spacious room was dominated by an elevated podium on which was seated, Imperial banners drawn out behind him and flanked by a pair of the silent Woluzenae Guard, atop an elaborately decorated throne, dressed in a uniform signifying command of the entire Imperial armed forces, Emperor Laurens I.

"Keizerlijke Betrekkingen concurs", the Foreign Minister, Jannik van Hootje stood up: "If His Imperial Majesty allows, we will move on to the next point, concerning the regional instability further encouraged by extreme military research." Seeing as there were no objections, van Hootje took a breath and continued: "There have been more or less open communications which give us a good idea of certain advances but I will leave it for the Imperial Intelligence representative to fill us in later. The point being that further technological advances in the military field may threaten Imperial spheres of influence, especially seeing as the loving neighbours to the south," he paused, "Gooutofhere seem very invested indeed and this will hurt Imperial security. As of the Imperial influencial decree numbering 13-78-99, the Sellani state does no longer exist and Imperial annexation of certain pieces of land should not be bringing any armed repercussions. Te Bok, if you could fill us in?"

"Certainly, Minister. The Sellani state no longer exists. The territories are open to any and all forces and have turned into an unsafe and menacing environment. According to intelligence reports and Msti news articles, Mstislav is entertaining a larger armed force in the area. Officially, these are present for anti-terrorism operations but a certain sphere of influence can be seen. To strengthen Imperial position in the region, we suggest ceasing control of seaward former Sellani posessions, so as to restore order and security."

"Will other states not express their dismay at these actions?" the Imperial Chancellor stroked his chin absent-mindedly.

"Keizerlijke Betrekkingen has assessed possible diplomatic penalties," van hootje answered, "and although we cannot rule them out, we guarantee that the states of the region will simply want stability and anarchy to the north is threatening us all. As long as no military misconduct is registered, we should not suffer."

At this, the Emperor himself rose: "In that case, you have the Imperial blessing to start the operation and gain Imperial territories in the former territories of Sellanis. Increased military spending and research are not a threat to be taken lightly."

Te Bok, the Imperial Minister in charge of Defence entered the dimly lit room, armed guards snapping their heels in attention. He surveyed the bustling storeys of the command centre, eyeing countless military personnel going about the business of raising an armed invasion force in but a few hours. “How is everything going?”

“Well, Minister,” an aide had fallen into step next to him, “due to the mobilisation edict issued after the Monahtan incident started to take form, a considerable force did not even have to go through a lengthy mobilisation procedure.”

“Good. Any word from the Hoge Commando Rijksstrijdkrachten?”

“Yes, Minister, the Armed Forces High Command has established a line and their people are waiting for you to pick up the phone.”

Hearing this, the Minister started walking briskly to the command room overlooking the floor and put the phone on speaker before he had even settled in: “Ministry of Defence?”

“Armed Forces High Command, you will be connected to Veldmaarschalk Jeroen Horstra.”

“Minister.” A brisk male voice immediately cut through the line as soon as the message had been delivered: “Note that we have fully readied a naval invasion force to follow an airborne assault of former Sellani territories.”

“Which forces will be committed?” the Minister was confident that High Command had a plan, but nothing went over personal inspection.

“A company of 200 paratroopers will be deployed in two Atlas fixed- wings. Accompanying them will be 32 medical staff of the 1st Medical Division. The naval assault will be on a larger scale, utilising two Amphibious Assault Ships and eight Dock Landing Ships, we will have no trouble transporting a force of 8,000 Imperial servicemen and -women. These will be drawn from the Legergroep I, the First Army Group.
To cover their assault against possible naval and aerial resistance, the 2nd Imperial Fleet has attached three destroyers, two submersibles and a frigate, all lead by the aircraft carrier RMS Protektoraat.”

Te Bok whistles quietly, before injecting: “That's a small carrier strike force! How did you manage that?”

“Indeed, it is,” the Field Marshall laughed, “ever since the opening of the new shipyards in Tenimsfjord, the naval people seem pretty eager to get one of their new toys into battle, no matter the cost.”

“Either way, I am glad that they are so forthcoming. Is there anything else?”

“Actually, Minister, there is..."

“Who in the Emperor's name do they think they are?” te Bok fumed, pacing through his office. “They have no right to tell us to stay away! This is abseloutely ridiculous! Gooutofhere is getting too bold for their own.. I cannot even...”

“Agreed, Minister. But in order to keep this from becoming a full blown war, I would recommend notifying them of our actions before they shoot down any reconnaissance forces. Until they have replied to a message, I cannot guarantee the safety of our troops, especially the airborne units.”

“The insolent... I cannot believe this. I will call van Hootje at once, do not stop prepping our people and have the fleet move on Sellani territrories as soon as possible.”

Ladies and Gentlemen,

we have taken note of your memo and thank you for your bold action to the benefit of all people in the region.

Protecting those who need protecting, and especially in times such as these, is a commendable affair and your involvement will be noted for the future. The Imperial Armed Forces is also on their way to former Sellani territories to restore order in the eastern coastal regions between the ocean and the inner sea so we were rather taken aback by your demand to stay away from Sellanis.

We ask you most humbly to allow our troops to land in Sellanis and take administrative control of the stated regions, pointing out that a helping hand is always better than a feat to be accomplished alone. Noting that we do not intend to disrupt your humanitarian mission in the capital, we recommend you rethink your stance on foreign forces. We see no harm in our forces being within striking range of one another, as we can safely say that one would not attack the other and you will no doubt be able to distinguish between possible hostiles and our own military.

We hope you reconsider, wishing for a great and glorious, bright future of friendship between our great nations.

A small, well-lit room with rows of wooden desks and chairs has just a few journalists sitting in the first few rows.

The press officer begins: "Official Daily Statement of The Level Five Parliament of Savalen and The Level Three Parliament of Bodensee for 29th January 2016.

The Level Five and Level Three Parliaments, together called the Coalition Group, had a very successful meeting today, with three major laws being voted in, and another pending on the Level One Representative Council of Holderbay, Bodensee.

Firstly, the mobilisation of the armed forces (Aero, Naval and Ground) has occurred in both countries, with the exception of Holderbay, which hold their meeting tomorrow after todays celebration day.

Secondly, the government has promised to any person wishing to come under the control of Savalen is welcome to ask. Savalen and Bodensee may decide to not grant this, as to not provoke other nations. However, once the territory is regained, Savalen and Bodensee will defend the territory as if their own.
In relation to this, the Norwegian and Savalenian-speaking parts are now under the control of Savalen.

Thirdly, the ports of Hamar and Bodensee have received International Status, for which we thank the Empire of Great Carlistan.

Finally, we have announced that any nation found to have been attacking the Norwegian or Savalenian-speaking parts of Sellanis will be declared war on, as these are now under the jurisdiction of Savalen.

We will now have a break."

Most of the twenty or so journalists leave, leaving just half a dozen. The press officer sighs.

"We passed a lot of laws: 56 in fact.

"Law 36, Bodensee now has the international clearance to set off the Дэлхйн (Delkhiin) Space Station. We will not help Mstislav in their endeavours, but wish them well, considering the laws of physics dictate the costs of having such a space mission in the north are around thirty-five times greater.

Law 37, we will also not participate in the building of the Mstislav space station, but are ready to open talks about any country joining us, as the Дэлхйн (Delkhiin)Space Station is specially made so parts can be constantly added to....."

The two journalists excitedly start to scribble down all of the details.

"Law 49, Great Carlistan will be presented with a proposal for a full alliance. This will involve their commitment to law 50."

"Law 50, all nations not on the eastern continent are required to hand over all territory to Savalen, Sellanis or any nation on the western continent within one month, if the territory is on the Nagrâd-Narvår plain. Otherwise war will be declared."

"Law 51, all of the Savalen Air Wing will be mobilised. The new FF-51, nicknamed "Budgee" and the FB-2, nicknamed "Hawkins" will be used in combat for the first time."

"Law 52, half of the Savalen Ground Wing will be mobilised in Sellanis. Residents of the North, North-East, East and Center of the former country will find themselves back under secure control of they so wish. The only major working western docking port of Khrâd-Dum has also been taken over, as per the plea from the local residents. The mission started twenty-two hours ago. The mission should end soon, within the next twenty minutes. Dmitry Mikhailov will be here when the operation is completed or details are found to show otherwise."

"Law 53, 16,000 troops out of a possible 20,000 will be stationed in Sellanis. Another 20,000 will be on the highest alert without mobilising. As such, weapons will be issued, but none of these forces shall move."

"Law 54, all of the forces of the Bodensee and Savalen Naval Wing will be mobilised and will patrol the waters around Savalen, Bodensee and the Western Plain, on which Sellanis is situated. All countries currently in Sellanis will have to inform of any movement within these waters. This is no more than a safety precaution of trade - most cases will be accepted - only on rare cases will this be denied. Both nations will have to adhere to Law 55."

Johan Smaugsøn looked up and saw that he was the only one left in the room, as the other journalist had left silently at around law 43. This was exclusive information.

"Law 55, both countries will have to come to a strategic and quick conclusion of events.

Law 56, the Sellanis has signed a document about their exile in Savalen and their agreement to pass all of the law-making in the uncaptured land of Sellanis to the Savalen and Bodensee, provided a third Cellular Democracy system is installed within six months.

All laws are placed between 16.6.1 and 16.6.56.
All major laws passed as M-16.1 to M-16.4. Thank you for your time, any questions, Johan? I congratulate you staying here for so long."

"Yes, can I see the paper signed by the former Sellanis government?"

"Of course, anything else?"

"Yes, what are these new planes?"

"Complete secret, but I suppose there never was any security over this. That is why the other governments overlooked it. How can such an important thing have no security? The FF stands for Fast-Fighter and its complete camouflage is in addition to the the fact it is now the fastest plane in the world. It also has complete radar-neutrality. The FB stands for Fast-Bomber. This has become possible due to the size of the bombs. It is a slower version, which can be picked up by radar, of the FF-51, but has the capability to hold bombs capable of destroying any material 70 metres deep at a 70 metre radius."

"Wait why is it the FB-2? Isn't this the first of its kind?"

"Not quite. One gentleman owns the first type made. Two models built, but only one survives. The first model was made sixty years ago."

"Thank you and Dmitry Mikhalkov has issued a statement detailing the mission to be 100% successful. He hopes that any countries wishing to attack Savalen are therefore deterred, if they weren't by the coldest autumn in the history of humanity. Its -70C outside in the capital! Can you imagine the temperature in the countryside? I would hate to be a Kortat soldier at the moment, being told that I might soon be plunged into unknown, barren, lands with targets few and far between." The press-officer smiled.

A young Air Marshall walked from side to side in front of a line of pilots. The pilots, dressed in military gear, suddenly stood up, clacked their heels together and looked right. The Air Marshall coughed nervously as the sound of a car door opening behind the clump of trees closed.
An aged gentleman stepped from behind the corner, a middle aged politician behind him. The politician greeted the Air Marshall, and looked at the aged man.

The aged man stood in front of the group.
He cleared his throat and calmly pronounced, "I bless you all, my young pilots, with the mission of receiving any Sellanis refugees and flying them to the Grondstat Airfield in North-East Sellanis,near the Savalen border, from where they will be relocated. Be careful on your approach to the capital, as you are on a humanitarian mission in a violent world full of Kortats and Terrorists. Do not forget supplies to all of the people trapped inside, as they are in hell - Mstislav soldiers are not known for their kind nature."

The politician also blessed the men and sent them on their way.

The men scrambled to the largest airfield in the world and told their men and mates to fly. The politician started walking away, but was called back by the man. "I was taught to wait until the last had flown off."

"But there are 6,000!"

"So wait for all of them!"

As the mass of planes took off overhead from behind the men, the old man started singing an old song in barely recognisable Mongolian.

As the last planes passed overhead, the old man sung the last lines, which were the only ones officially in Savalenian.

The old man hobbled off into the setting sun, with his body closing off the middle of the sun for the young politician.

"Beautiful," he muttered "the homeland will forgive and protect every single one of you."

"So... Onto international matters." A tall trench coat bearing man named Artemis flipped through stapled paper with a mug next to him. He coughed as Ivan puffed a cigar in his face for the 4th time that evening.
Clearing his throat, he began. "First point... Savalen wants Sellanis to exile under it."
Ivan laughed. "Those imbeciles think they can take anything they wan-"
Artemis slid out the documents regarding Sellani exile under the Savalen banner, shutting Ivan down quickly.
"We are only holding that island and the capital until all refugees are ported out."
Ivan puffed again. "Why not just smoke 'em ou-"
"Because that's uncivil, Molotov. We get it. You hate Sellanis with a passion." Artemis glanced over.
"...Point two, Savalen does not want to join us in our endeavors in building our space station. We're converting it to a military station as planned..." He took out a group of documents. "The station will use propulsion and fire metal poles to the ground."
Minister Khanilov was taken back. "Why not missles?"
Ivan looks up. "Or nuclear ones."
Artemis shakes his head. "No. You see, you can't shoot a metal pole from space down that easily. Upon impact, it would have gained enough force to impact and cause a crater. The station will be codenamed MSOA, Mstislav Satellite of Orbital Artillery."
"...Kortat is building their trucks recently. We're already licencing them, which we've spoken about already. My main point of today, is that we're not annexing Sellanis. Nor would we want to, because we couldn't handle them under our control anyways. I feel as if hostilies will arrise very soon."
