Diplomatic Communiqué from the Imperial Relations Office of the Empire of Great Carlistan
The Government of Kortat Subject: Ongoing Military Research Ladies and Gentlemen, the Imperial government hereby expresses its increased concern for international stability. We were shocked by the news of ongoing military research on your behalf despite numerous calls to halt said actions. The development of weaponry is in itself placing the region on the brink of war, as we see no reason for research but a planned act of agression. Your irresponsible actions are those of a state which feels it must prove itself by threatening its neighbours and we believe that we are obliged to tell you that you will not be taken more seriously simply by destablilising the region through increased manufacturing and arms trade. We urge you to refrain from further weapons export and to comply with the demands by Xovland and ourselves to cease all military development in order to calm the atmosphere of the international community. Please note that the Empire does not take this matter lightly and will act, should you believe it neccessary to further conduct research in the field of military technologies. Do remember that a peaceful time shall always be more prosperous for the people and we recommend you keep in mind their good if you intend on letting our relations drop further. Message back to the Government of The Great Carlistan:
The Great Carlistan if you feel that we are threatening you we can have a treaty stating we will not attack each other. Say I stop my Military Research what will you give me? If I continue Military Research I can defend my nation and attack other nation more effectively and then I will get more territories. So why would I stop? To please you guys? Think again. Oh and our people voted us with the promise we would bring glory to Kortat so they would want us to expand.

The Government of Kortat Subject: Your Response Regarding Ongoing Military research Ladies and Gentlemen, we thank you for your fast response. Having read your message, we fear that we have been drastically misunderstood. It is your duty to protect your people and not to bring war to other countries. We will not ally with a state which cares so little for diplomatic niceties that they feel it neccessary to increase military research at a dangerous time such as this and demand a bribe to stop. Your perception of the situation makes you unsuitable for a treaty with the Empire. Remember that we are a powerful people with experience with war. This is not a threat but we would remind you that we will not be threatened by you either. We demand the immediate suspension of military research for the good of the entire region. Furthermore, you may believe it neccessary to bring war and grief to other peoples only because of your aspirations to "bring glory to Kortat". In the modern days we live in, a nation's prestige is not measured by the terror and death it distributes but by an ammount of culture and the peaceful co-existence with others. We hope that you can understand this and stay clear of a path of military agression which will no doubt be the ruin of your government. No person loves war and once rationing sets in and soldiers start dying, even those who voted in your favour will see that destruction is never the best course to take. We pray that you will think on these points and come to the conclusion that a peaceful existence is in all our governments' best interests.
